Scrap Metal Waste

What is Scrap Metal Waste?

Scrap metal waste is the metal components that have reached the end of their usage, or are left over after the processing of other components. Commonly, scrap metal waste is obtained from manufacturing off-cuts and turnings, damaged or obsolete machinery, household metals, etc. This waste contains valuable metals that could be recovered and recycled for further use.

How It is Processed?

• Scrap metal is collected from households and industries by authorized scrap dealers, municipal collection systems, or collection departments from the manufacturers.
• The metals are first segregated into ferrous and non-ferrous types, followed by individual separation based on the type of metal (steel, aluminium, copper, etc).
• Large scrap metals are chopped down into smaller, manageable sizes by cutting, shearing, or crushing.
• These pieces are then cleaned to remove grease, paint, plastic, and rubber that could be attached to them.
• The next step is melting, in which the sorted and decontaminated scraps are melted through electric arc furnaces, induction furnaces, or rotary furnaces.
• After all the scraps are melted into the same mixture, it is then cast into ingots, billets, and slabs.
• These components are tested for quality and certified accordingly.
• If a manufacturer/producer completes the targets of recycling/reusing the metals, they get an EPR certificate.

Benefits (to the other industries)

Construction Industry

Scrap metals are used in the construction industry as raw materials. These metals make low-cost aluminium and steel for different components. Certain scrap parts are intact and functional, making them easier to incorporate into constructions.

Automotive Industry

Recycled steel and aluminium alloys can be used in the automotive industry. Some lightweight scrap metals are useful for automobile manufacturing. Scrap metal recycling also supports ELV (End-of-Life Vehicle) compliance in the automobile industry.

Electrical and Electronics Industry

Scrap metal waste includes several metals such as copper and aluminium alloys, which are useful in the electrical and electronics industry. These can be used in the manufacturing of cables and motors important for electrical appliances.

India Regulations

Environment (Protection) Act, 1986

• This act is a general, all-encompassing act created to ensure the overall environmental protection in India.
• It confers power to the central government (Ministry of Environment, Forest and Climate Change – MoEFCC) to outline rules and regulations meant for the protection of the environment, which includes waste management.
• This act also includes specific guidelines for the disposal and management of scrap metal.

Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016

• This act deals with hazardous waste, generally produced by industrial and other sectors.
• It applies to scrap metal (e.g., used electrical items, tyres, paper, etc.) that is not defined as general municipal waste.
• This act consists of rules for the collection, storage, transportation, treatment, recycling, and disposal of scrap metal waste.

Extended Producer Responsibility (EPR) for Non-Ferrous Metals

• This is a 2025 amendment made to the “Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016” act.
• It transfers the responsibility of scrap waste management to the producers and manufacturers of non-ferrous metals.
• Under this amendment, registered producers/manufacturers also receive an EPR certificate on meeting the outlined waste management targets.

Solid Waste Management Rules, 2016 (Municipal Level)

• These rules are applicable to the municipal solid waste, which includes ferrous as well as non-ferrous metals.
• In accordance with these rules, the solid waste must be separated at the source before any processing.
• Local municipal bodies must ensure that these rules are followed and enforce penalties wherever necessary.

Other Regulations That Involves Management of Scrap Metal

• E-Waste (Management) Rules, 2022: These rules deal with the disposal and management of electronic waste synch as computers, hard drives, electrical components, etc.
• Import Regulation for Scrap: There are strict regulations in place to monitor the scrap metals entering India, such as radiation screening, permitted ports, clearances via DGFT, etc.

Types of Metal Waste

Ferrous Metal Waste

• The ferrous metal waste contains iron as its main component. These materials have high strength, large volume, and magnetic properties. However, ferrous metals are prone to rust and corrosion. This type of waste is generally produced in large quantities by automotive industries, construction and demolition activities, and from heavy engineering. Examples of ferrous metal waste include steel scrap, cast iron waste, structural beams, machinery frames, etc.

Non-ferrous Metal Waste

• As the name suggests, this category of metal waste consists of all the metals except for iron. These include aluminium scrap, copper scrap, brass and bronze, zinc, and lead waste. These metals are non-magnetic and have high resistance to corrosion. This type of metal waste is generally obtained from electrical wiring, packaging industries, automotive components, and consumer products.

Hazardous Metal Waste

• Hazardous metal waste poses significant risks to people’s health and the environment. Some hazardous metals leach into the substances they come in contact with. Examples of hazardous metal waste include lead-containing scrap, cadmium-based alloys, mercury-contaminated metals, and chromium-plated waste. These metals are generally found in batteries, electroplating units, chemicals, and semiconductor appliances.

Problems Caused by Improper Disposal

Soil Contamination

Scrap metals dumped carelessly in the soil release heavy metals like lead and cadmium into the soil. These metals reduce the fertility of the soil and can even enter the human body through crops and plants.

Human Health Hazards

Hazardous metals enter human consumption through contaminated soil, water, and food. These metals can cause diseases like respiratory problems, skin disorders, neurological damage, and kidney and liver issues.

Fire Hazard

Sometimes, scrap metalwaste consist of explosive substances like fuel tanks, batteries, or pressurized containers. These are highly dangerous and can explode during storage or cutting.

Spread of Diseases and Pests

When scrap metal parts are lying around can collect water and debris, attracting insects and pests. It also provides a medium for the growth and proliferation of pathogens. These factors collectively contribute to the spread of diseases in that particular area.

Loss of Valuable Metals

Improper handling or disposal of scrap metals renders them unsuitable for any more use. This not only wastes perfectly fine pieces that could’ve been used, but also puts strain on the limited metal resources.
